Islamabad: Under terms of its PKR 91.73 billion budget for the fiscal year 2024–25, the Capital Development Authority (CDA) has approved the establishment of an orchard for abroad Pakistanis on 1,487 Kanal of land and smart housing flats in Sector E-11, according to a report on July 15. This development signifies a significant step towards modernizing urban living and catering to the housing needs of overseas Pakistanis.
During the 8th meeting of the CDA Board, chaired by CDA Chairman Muhammad Ali Randhawa, the board made a historic move by not relying on the auction of plots for revenue generation. Instead, the board approved a revenue target of PKR 91.73 billion and an expenditure estimate of PKR 91.58 billion, resulting in a budget surplus of PKR 145 million. This financial strategy marks a shift towards sustainable revenue generation and efficient budget management.
The budget also includes several innovative and forward-thinking initiatives. One notable mandate is the installation of rainwater harvesting systems in houses, agriculture farms, and residential and commercial units larger than four Kanal. The CDA will assist with the installation for one year but will enforce action against those who fail to comply after that period. This initiative aims to promote water conservation and sustainable living practices within the city.
Additional approvals included the hiring of consultants to address traffic issues at key intersections such as Serena Chowk Highway/Sherwan Road and Jinnah Avenue/9th Avenue. Before paying contractors, third-party consultants will check all work to guarantee high-quality work on ongoing projects. Chairman of the CDA Randhawa underlined that even in cases where consultants could not be verified, they would still be held responsible for any quality issues. This move is expected to enhance the quality and reliability of infrastructure projects in Islamabad.
Moreover, the board approved a health insurance policy for CDA employees, allowing them to receive medical treatment at both CDA Hospital and various private hospitals in the city. This policy aims to improve the welfare and well-being of CDA employees, providing them with better healthcare options. It was also decided to implement the Efficiency and Discipline Rules 2020, which mandate that inquiry officers finish their work within a month and that those who don’t would face consequences. This measure is intended to streamline administrative processes and enhance accountability within the organization.
Overall, the CDA’s FY25 budget reflects a commitment to sustainable development, improved urban living, and efficient governance. The approved initiatives and financial strategies are poised to have a positive impact on the city’s infrastructure, environment, and administrative efficiency.
