Islamabad: In a move that signals a significant shift in urban planning for the Capital, Federal Minister for Planning, Development, and Special Initiatives Ahsan Iqbal has directed the Capital Development Authority (CDA) chairman to spearhead the development of vertical housing projects across Islamabad. This directive, reported on July 31, underscores the government’s commitment to addressing the growing housing needs in the city while promoting sustainable development practices.
During a detailed progress review meeting with key members of the Public Private Partnership Authority (PPPA) and various relevant ministries, Minister Iqbal emphasized the importance of developing a robust policy framework focused on vertical housing. This policy is not only in line with the Prime Minister’s directive to identify and utilize state-owned properties efficiently but also aims to address the critical issues of affordable housing, environmental conservation, and food security. The emphasis on vertical expansion is seen as a necessary evolution in Islamabad’s urban development strategy, particularly given the city’s limited space and the increasing demand for residential and commercial infrastructure.
Minister Iqbal’s directive to the CDA chairman includes the formulation and implementation of a comprehensive high-rise housing policy tailored to Islamabad’s diverse sectors. The goal is to create a sustainable urban environment that maximizes land use without compromising the city’s green spaces. By focusing on vertical housing, the government aims to reduce urban sprawl, which has been a growing concern due to its negative impact on agricultural lands and natural ecosystems.
The minister pointed out that Pakistan’s traditional approach of horizontal expansion is no longer viable, particularly in densely populated and environmentally sensitive areas like Islamabad. To ensure the success of this initiative, Minister Iqbal urged the CDA chairman to study and adopt best practices from cities that have successfully implemented vertical housing models, such as Hong Kong, Kuala Lumpur, Beijing, and Shanghai. These cities offer valuable insights into how vertical urban development can be harmonized with environmental conservation and urban livability. By integrating these lessons into Islamabad’s development plans, the CDA aims to create a city that offers affordable housing options, preserves green spaces, and maintains food security for its residents.
In addition to the vertical housing initiative, Minister Iqbal also directed the CDA to focus on cultural and educational infrastructure by constructing a modern, state-of-the-art National Library in Islamabad. He proposed holding an international architectural competition to ensure the design of the new library reflects innovative and forward-thinking principles. This project is expected to serve as a cultural landmark in the city, providing a space for knowledge, learning, and community engagement.
