Punjab Government To Audit Private Housing Schemes

LAHORE: Zahid Akhtar Zaman, Senior Member Board of Revenue (SMBR), Punjab, chaired a meeting to discuss stamp inspectors’ performance.

A briefing on CVT and Stamp Duty was given to SMB by Member Taxes Naveed Haider, Chief Stamp Inspector Muhammad Tariq, and others.

The senior member of the Board of Revenue Zahid Akhtar Zaman has directed that all private housing societies be audited, with strict legal action being taken against those that do not adhere to the requirements.

He said notifying the housing societies and closing those that are not performing was the best course of action. Records of private housing society sales and purchases should be kept by the registrar’s office.

Inspectors should check all stamp vendors daily for fake stamp papers to ensure they are not selling them. As well as monitoring the purchase and sale process through the mobile app, he recommended that the sales process be closely monitored.

During the transfer of residential and commercial buildings, he said, special monitoring should be conducted, and photos of the transferred property should be kept on file.

According to him, the stamp inspectors must ensure that the offices of the registrars and registry clerks are audited and the recovery is submitted to the government treasury on time.

Divisions and districts will be set up with stamp inspectors’ offices, the stamp inspector service structure will be improved, and new stamp inspectors will be recruited.

Zahid Akhtar Zaman, in a meeting regarding new projects, said notices should be sent to districts that have not completed the digital gardawri. Also, he instructed the 16 districts that have completed less than 90 percent of digital gardawari.

It is proposed to introduce a portal system that will enable citizens to verify their property ownership while sitting at home, and download and print individual sales documents on their mobile devices.

As a result of the new portal system, citizens will be protected from fraud, according to the BOR. Besides saving the property, the portal will also contain records of the citizens who mortgaged the property, and all records of the purchase and sale of the property.

Rent deeds will also be registered on the portal, as well as previous rentals and tenants’ details on the rented property.

Several rural revenue centers have been established by the government to serve citizens close to home. He said that it was an important project of the government.
