On 2nd November 1917 in which they were implementing the idea for making national homes for Jewish people in Palestine. This was written in the letter by Arthur James Balfour to Lionel Walter Rothschild. Arthur James Balfour is the British Foreign Secretary and Lionel Walter Rothschild is the leader of the Anglo Jewish Community. By the continued efforts of Chaim Weizmann and the Nahum Sokolow, Balfour Declaration was issued. Short of the expectations by Zionist Leader in the London fell down who demand the reconstitution of Palestine as Jewish National Home.

The declaration specifically said that nothing can be done against the civil rights and the religious rights of the non-Jewish communities in Palestine. It is stated that in this issue the name will not be mentioned. This makes the community energetic with hopes. The hope is that there settlement in the Palestine of the pro-British Jewish population.
