Captain (r) Muhammad Usman Has Been Appointed As New CDA Chairman

Islamabad: A notification of the appointment of Captain (r) Muhammad Usman as chairman of the Capital Development Authority (CDA) was issued by the Federal Government on Monday.

In accordance with Sector 6(2) of the CDA Ordinance, 1960, the senior PAS officer is ex-officio a member of the CDA Board through his position as chief commissioner ICT. During the Federal Cabinet meeting, a summary of the Interior Ministry’s proposals was approved by circulation in order to determine the appointment of the new CDA Chairman.

As chief commissioner of Islamabad, Captain (r) Usman, a BPS-20 officer from Pakistan Administrative Service (PAS) Group, assumed responsibility last week. On Monday, the Establishment Division announced his appointment as CDA in addition to his duties as chief commissioner of the Islamabad Capital Territory (ICT).

Among the members of the PAS Group, the newly appointed CDA chairman enjoys a good reputation for being a dynamic and proactive officer. A key challenge for him will be to resolve land-related issues, complete ongoing development projects, and develop residential sectors during his tenure as CDA chairman.

It will be crucial to address the grudges of bona fide purchasers of residential plots in sectors I-12 and I-14, including those from affected people.

These residential plots were mostly allocated on the basis of legitimate claims, according to the information available. Although these plots were given to entitled affected people, there were procedural lapses in their allocation.

A number of plots that have been transferred previously on more than one occasion are now reluctant to be transferred again. The CDA management didn’t address the grievances of purchasers, despite the Land Directorate accepting all transfer requests, despite officials committing procedural lapses in the allotment of plots to affected people.
